Commissioner Bishop moved to approve, seconded by Commissioner Magnuson. Motion passed unanimously.

APPROVAL OF MINUTES

Commissioner Bishop moved to approve minutes from the June 4th, 2024 Finance and Commission Meetings, seconded by Commissioner Magnuson.  Motion passed unanimously.

Commissioner Bishop moved to approve, seconded by Commissioner Magnuson.  Motion passed unanimously.

ORDINANCE

Approve First Reading of Ordinance 1156, an ordinance to amend and reenact subsection 1 of section 4-01-03 of the Valley City Municipal Code relating to sales of alcoholic beverages.

Commissioner Magnuson moved to approve, seconded by Commissioner Erickson.  Motion passed unanimously.

RESOLUTION

Approve Resolution 2448, A Resolution Creating Executive Operations Coordinator Position and Establishing Salary.

Commissioner Bishop moved to approve, seconded by Commissioner Magnuson. Motion passed unanimously.

Approve Resolution 2449, A Resolution Amending the Master Fee Schedule.

Commissioner Magnuson moved to approve, seconded by Commissioner Bishop.  Motion passed unanimously.

Approve Resolution 2450, A Resolution to provide for Municipal Court and Salary of Municipal Judge.

Commissioner Bishop moved to approve, seconded by Commissioner Magnuson. Motion passed unanimously.

Approve Resolution 2451, A Resolution Setting Bond of City Auditor.

Commissioner Bishop moved to approve, seconded by Commissioner Erickson. Motion passed unanimously.

NEW BUSINESS

Approve Monthly Bills for the City and Public Works in the Amount of $2,152,330.

Commissioner Magnuson moved to approve, seconded by Commissioner Bishop.  Motion passed unanimously.

Approve 2024-25 Mobile Home Park License for Viking Drive Estates.

Commissioner Erickson moved to approve seconded by Commissioner Bishop. Motion passed unanimously.

Consider the Visitor’s Committee recommendation to Approve the Image Enhancement Grant Application for El Valle Taco Shop in the amount of up to $7500. for the renovations and signage of the former La Cita building at 2225 W Main St.

Commissioner Bishop moved to approve, seconded by Commissioner Erickson. Motion passed unanimously.

Consider the Visitor’s Committee recommendation to Approve the Image Enhancement Grant Application for Taco Johns in the amount of up to $7500. for the renovations and signage of their current building at 148 2^nd St NE.

Commissioner Magnuson moved to approve, seconded by Commissioner Erickson. Motion passed unanimously.

Review and Approve the Visitor’s Committee recommendation of the updated Tourism Grant & Loan Application.

Commissioner Bishop moved to approve, seconded by Commissioner Magnuson. Motion passed unanimously.

Approve Termination of Expired Mortgage, Security Agreements, Assignments, Leases and Bill of Sale re 1985 Drug Plastics Agreement in Order to Cure Title Defects: Lot 4, Northwest Industrial Park.

Commissioner Magnuson moved to approve, seconded by Commissioner Erickson. Motion passed unanimously.

Approve Environmental Study proposal for Service Center.

Commissioner Bishop moved to approve, seconded by Commissioner Magnuson. Motion passed unanimously.

Approve July 5^th, 2024, as a Floating Holiday.

Commissioner Magnuson moved to approve, seconded by Commissioner Erickson. Motion passed unanimously.

CITY ADMINISTRATOR’S REPORT

City Administrator Crawford asked Operations Supervisor Klemisch to give an update on the rain and the increased water releases on the river. The level should remain at about 9.5’ but his crew is preparing for 11’ just to be safe. You will see pumps running & culverts plugged as needed.

City Administrator Crawford explained that the City of Valley City recognizes Juneteenth as a Holiday but we do not observe it. The City follows North Dakota State’s guidelines. Discussion on After Hours is still in the works. We are currently trying to work with Barnes County Dispatch. Budget discussion has started. Working with the Department Heads on the Capital Improvement Plans as well as the 10 Year Master Plan.

Deputy Auditor Johnson gave an update on the Election. The County will do the canvassing on June 24^th. We have reached out to the newly elected with information on the Oaths.

Police Chief Horner shared the great turn out for Community Days and Thank You to all that planned and worked the events. Special Thanks to his Officers for the extra time involved. 

Engineer Petersen gave an update on the Construction happening around town.

Engineer Eslinger updated the Commission on the Service Line Inventory has been accepted by the Department of Environmental Quality. There will be a Public Notice coming later this summer.

Mayor Carlsrud thanked the Commissioners for their service. He shared how great the Community Days Events went and all the people that were in attendance. Thank you to all the individuals that assisted with the planning and carrying out of the all the events throughout town. Special thanks to the City Employees who assisted as well. Stop by and check out the artwork posted by the Sheyenne Valley Vocational Center that is hanging on the wall in the Chamber, very nice work.
