4.24.2022 Mayor’s Message

Hi Everybody,

  • Last week an extreme overnight rain created our current flood event.  The flood forecast changed 3-4 feet from Friday evening to Saturday morning, basically creating a “flash flood”.  The City Crews are placing floodwalls, clay and sandbags to protect us (Thank you).  The runoff has been significant and pumps are slowly catching up.  At this time, the river should crest later in the week.
  • We are extremely grateful to the folks, many of whom are from VCSU, who volunteered help with sandbags and other assorted tasks.  Thank you.
  • Last Thursday VCSU, Valley City and the state of North Dakota celebrated the beautiful new Center for the Arts building with a Ribbon Cutting.  Many people from here and around the state attended.  It is a state of the art facility about which all can be proud.  Call VCSU for information concerning a tour, concert or recital.  Congratulations to all who contributed to the event and the building project.
  • The Sixth Street NW road repair project from Central Avenue west to 5th Avenue will likely begin this week.  Some of the preparatory work will include signage placement, laying the temporary water lines along the excavation area and lines to houses.  The construction crews will do their best to inform residents when work will affect their residences.
  • Fighting a “flash flood” is a whole different ballgame than when it is a snowmelt and there is time to prepare.  Our City Staff is doing a great job, thank you again!
  • This spring’s “clean-up week” will be June 6-11. Please check the City Website and Face Book Page for details.

Deputy Auditor Klein read North Dakota Century Code sections 57-11-01, 03 and 07 pertaining to the duties of the Board of Equalization.

President Carlsrud declared the hearing open at 4:04 P.M. City Assessor Hansen reported the changes in property values within the city for 2022.  An overall summary was read and submitted.

City Assessor Hansen stated 125 Notices of Increase were sent out.  The following property owners contacted City Assessor Hansen regarding the notice of increase for 2022.

City Attorney Martineck stated there were some administrative changes after speaking with Joel Quanbeck since the first reading and are highlighted in the second.

Commissioner Gulmon moved to approve, seconded by Commissioner Magnuson.  Motion passed unanimously.

Approve Second and Final Reading of Ordinance 1100, an Ordinance to Amend and Reenact Section 5-03-06.2 for the VCMC Related to Animal Impoundment Fees.

City Attorney Martineck stated no changes from the first reading.

Commissioner Bishop moved to approve, seconded by Commissioner Magnuson.  Motion passed unanimously.

Approve First Reading of Ordinance 1101, an Ord to Amend & Reenact Section 110-07-08 of the VCMC Relating to Planning and Zoning Fees.

City Attorney Martineck stated this will allow the city to set a late application fee for zoning applications and also allow the city to set a fee to request a special meeting of the PZ Commission.  The fees will be established at the last meeting.

Commissioner Gulmon moved to approve, seconded by Commissioner Bishop.  Motion passed unanimously.

Resolution

Approve Resolution 2358, a Resolution Amending the Master Fee Schedule.

City Attorney Martineck stated this resolution will establish an animal impound administration fee of $10, an appellate fee to appeal the zoning decision to the city commission of $100, expedited PZ commission for a variance or appeal of $300, establishes a Class I alcoholic beverages annual fee of $2250.

Commissioner Bishop moved to approve, seconded by Commissioner Magnuson.  Motion passed unanimously.

Approve Resolution 2359, a Resolution Approving Definitive Improvement Warrant, Series 2022 for Consolidated Sanitary Sewer & Water Main Improvement District No. 59.

Commissioner Gulmon moved to approve, seconded by Commissioner Magnuson.  Motion passed unanimously.

New Business

Approve Monthly Bills for the City and Public Works in the Amount of $1,376,081.55.

Finance Director Richter provided the breakdown of expenditures for March.     

Commissioner Bishop moved to approve, seconded by Commissioner Magnuson.  Motion passed unanimously.

Approve Reclassification of Administrative Assistant for Public Works.

City Attorney Martineck stated the recommendation is to make the position at the front desk which is an Administrative Assistant for Public Works be reclassified as and Administrative Assistant I to and Administrative Assistant II.

Commissioner Magnuson moved to approve, seconded by Commissioner Gulmon.  Motion passed unanimously.

Approve the City’s Selection to Purchase an Automated Garbage Truck from Sanitation Products Inc. with quote in the amount of $355,853.

Commissioner Magnuson moved to approve, seconded by Commissioner Erickson.  Motion passed unanimously.

Approve the City’s selection to purchase a crew cab pickup from Stoudt Ross Ford bid proposal in the amount of $30,426.

Commissioner Bishop moved to approve, seconded by Commissioner Gulmon.  Motion passed unanimously.

City Administrator’s Report

City Administrator Crawford reported due to the new fees being added on the MFS for things like expedited PZ meetings, Joel Quanbeck will be making a chart of when things are due so people are aware. The 6th St project received final approval.

City Updates & Commission Reports

Finance Director Richter stated last week Eide Bailly was on site for our audit.  It seems to be going well and we should have the final report in June for commission approval.

Tina Current reported the Equalization Meeting is April 12th at 4 p.m.  The appeal process needs to start at the city level.

Police Chief Hatcher reminded everyone about the first Coffee with the Cops taking place at Alley Beans.

Commissioner Gulmon congratulated Mayor for the Day Peterson.  Cash reserves are strong. Sales tax through January is down a little bit from 2021 but well ahead of 2019 and 2020.  Food and Beverage and Occupancy taxes increased. 

Commissioner Bishop encouraged everyone to come out to meet with the officers tomorrow.  All questions will be appreciated and it’s an informal way to get together.

Mayor for a Day Peterson thanked everyone for the fire truck ride.

Mayor Carlsrud asked residents to clean up around their garbage areas and to not set out bags of garbage to early allowing critters to get in them. Our crew is not responsible to pick up that mess.  Clean up week is June 6th.

4.5.2022 Finance Minutes

President Carlsrud called the meeting to order at 3:30 PM.

Department Reports

Sanitation Supervisor Swart reported that clean up week has been set for June 6-11. Grass sites are open 24/7 all year long.

Water Superintendent Hesch reported fluorescent lights in the WTP in certain spots will be changed to LED.  Meters were received from HACH and will be working on replacing those.

Electrical Supervisor Senf reported the crew has been trimming tree and replacing the purple fixtures around town. They will also replace the ones going out on the highway. Working on the downtown sub with HDR. Trying to line up a crane and sell the transformer. 

Assistant Fire Chief Coit reported on the fire extinguisher services stating they continue to get more customers and it will get busier with time.

Police Chief Hatcher reported they are still working on hiring for the opening.  There are 3 people that are going through the background process.  This month will be the first of the monthly Coffee with Cops program.  If it’s successful we’ll consider doing it monthly.

Kevin Jacobson reported the street department has been doing patching and cleaning.  Water crew has been working on the lead and copper.  There was a water leak that had to be fixed. Some residents have been mentioning orange water. We will work on flushing them but it can look clear doing that and then it sometimes loosens the rust in some of the older pipes.  FI you have rusty water flush your cold water.  Do not turn the hot on until it’s clear or it may get into your hot water heater.

Finance Director Richter stated the quarterly report for general engineering shows they are pretty much right on target.

Review the monthly bills/reports.

Finance Director Richter read the breakdown of the finance report with expenses totaling $1,376,082.

Discuss Placing Recycling Containers Eat of the Water Treatment Plant.

Commissioner Magnuson asked if we could put some on the flat land by the water treatment plant.  After discussion it was decided to check into a different location.

Discuss Reclassification for Administrative Assistant for Public works Accounts.

Katie has given her notice and will be leaving the end of May. The proposal is to change that position as an Administrative Assistant II after Katie leaves.

Discuss Definitions for Alcoholic Beverage License Classifications.

City Attorney Martineck requested clarification in some areas of the alcoholic beverage license to make sure they are well defined and everyone is on the same page.

Master Fee Schedule Update.

City Attorney Martineck stated there will be a resolution to approve several fees based on ordinances that have been passed or will be passed and once again making sure everyone is on the same page.  Discussion of the fees that were being changed took place.

Discuss Project to be included in the North Dakota Water Resources 2023 Water Development Plan.

Chad Petersen from KLJ discussed the plans that were currently on the plan and received confirmation that those projects will remain.

Progress Updated on Elks Building

Chad Petersen provided update with approximate construction beginning later this fall. 

Discuss Infrastructure Funds 2022-2029

City Administrator Crawford presented a printout that each department listed what they felt were improvements that will need to be made so we can have an idea of future funding needs.

  • This week, April 17-23, is National Volunteer Week; “Volunteering Is Empathy In Action”.  There are many opportunities for volunteering at churches, schools, hospitals, and nursing homes to name a few; “helping” is rewarding.  There are volunteering opportunities to fit most everyone. 
  • There are job opportunities in Valley City too, check at the Rosebud Center for details.
  • For those of you who celebrated holidays over the weekend, I hope the spirit of your holiday was met and your families grew closer.   John 3:16.
  • Pray for the suffering people under siege near and far.
