President Carlsrud called the meeting to order at 5:00 PM.

Commissioner Bishop moved to approve the minutes from the April 16, 2024, Commission Meeting, seconded by Commissioner Gulmon.  Motion passed unanimously.

APPROVAL OF CONSENT AGENDA

Approve Monthly Reports from the Fire Chief, Electrical Superintendent, Building Inspector Finance Director and Municipal Judge.

Approve hearing on dangerous building located at 304 3rd St. SE.

Approve Special Event Application May – September 2024 Indoor & Outdoor at Straus Mall, A Martinson.

Approve Block Off the Street request from Soap Box Derby for 6.1.24.

Approve Block Off the Street request Valley City Area Chamber of Commerce for 6.15.24 for Community Days.

Commissioner Bishop moved to approve the Consent Agenda, seconded by Commissioner Magnuson.  Motion passed unanimously.

 

ORDINANCE

Approve First Reading of Ordinance 1153, an ordinance to amend and reenact subsection 1 of section 11-05-18 of the Valley City Municipal Code related to ice cream trucks.

Commissioner Bishop moved to approve, seconded by Commissioner Magnuson. Motion passed unanimously.

Approve Second and Final Reading of Ordinance 1154, an ordinance to amend and reenact section 17-04-18.1 of the Valley City Municipal Code relating to THC paraphernalia.

City Attorney Martineck stated there were no changes from the first reading.

Commissioner Gulmon moved to approve, seconded by Commissioner Bishop.

Roll Call Vote: Bishop – Aye, Gulmon – Aye, Magnuson – Aye, Erickson – Nay, Carlsrud – Aye, Motion Approved.

RESOLUTION

Approve Resolution 2446 a Resolution to Sell Real Property at Public Sale.

Commissioner Bishop moved to approve with a change adding the Construction of a Building, seconded by Commissioner Gulmon. Motion passed unanimously.

 

NEW BUSINESS

Consider & Approve Valley Development Roundtable request for $30,000. in funds by the VCBC Development Corporation.

Commissioner Gulmon moved to approve, seconded by Commissioner Bishop. Motion passed unanimously.

Approve grant award for 2026 Transportation Alternatives (TA) Grant for the Winter Show Road Shared Use Path – Phase 2 Project for construction in 2026. Project awarded $375,280.

Commissioner Magnuson moved to approve, seconded by Commissioner Gulmon. Motion passed unanimously.

Approve extension of alcoholic beverage licenses, and renewal date.

Due to the second reading of the Alcohol Ordinance not until May 21st, approve to extend the license renewal date until June 15, 2024 this year only.

Commissioner Bishop moved to approve, seconded by Commissioner Magnuson. Motion passed unanimously.

Authorize City Administrator to negotiate planning and design phase contract with CMAR with McGough.

Commissioner Gulmon moved to approve, seconded by Commissioner Erickson. Motion passed unanimously.

Approve Memorandum of Understanding Sheyenne River Water Trail Maintenance and Management – Water Trail Advisory Committee.

City Attorney Martineck recommends approval.

Commissioner Magnuson moved to approve, seconded by Commissioner Gulmon. Motion passed unanimously.

Approve Site Authorization for Valley Twisters Gymnastics Club for 7.1.2024 – 6.30.2025 at Tavern 94.

Commissioner Bishop moved to approve, seconded by Commissioner Magnuson. Motion passed unanimously.

Approve Site Authorization for Valley City Baseball Org. for 7.1.2024 – 6.30.2024 at Brockopp Brewery, The Clubhouse and City Lights Supper Club.

Commissioner Magnuson moved to approve, seconded by Commissioner Erickson. Motion passed unanimously.

Approve Application from Hi-Line Hospitality for a Special Alcohol Beverage Event Permit.

Commissioner Gulmon moved to approve, seconded by Commissioner Magnuson. Motion passed unanimously.

CITY ADMINISTRATOR’S REPORT

City Administrator Crawford reminded all that the Credit Card Fee goes into effect as of June 1st, 2024. There are several ways to avoid this 3.55% fee.  Sign up for auto pay, pay with a check or cash, or use your debit card. The Living Local App that is being put together with Valley City Barnes County Development Corporation, Parks & Rec, Valley City Chamber and the City of Valley City is coming along. It will be an all-in-one location that will cover information and events for the whole area. Any Community Groups or Organizations that are interested in being listed on the app, please reach out to Trinity Nelson at the VCBC Development Corp at 490-9012 to update your contact information.

City Attorney Martineck shared that he & Lieutenant Dana Rustebakke have finished the first round of interviews for the Police Records Administrator position. He will be setting up second round interviews with the top Applicants for this Friday with Police Chief Horner & City Administrator Crawford. 

City Engineer Peterson gave an update on the Construction Projects. The rain has slowed some of the projects but they seem to be working around the weather. Reminder: The project on West Main is a Department of Transportation project, not the City’s, and they are hoping to have a Public Relations person in place to handle the questions shortly.

Commissioner Gulmon gave an update from the Finance Committee.

Commissioner Erickson reminded all about the upcoming Clean-Up Week and the Electronics Drop Off available this year. Trees and branches can be taken out to the Service Center at any time, but please remember the 3” diameter rule. The week of the 20th, trees & branches will be picked up.

President Carlsrud shared that it is spring time & with that comes changes in your water. The cloudy water is just air, let it rest and it will clear up. Be assured, your water is safe to use and drink. Last Friday was the City’s Employee Appreciation Supper and we sure do appreciate the City Employees and all they do for this Community.
