New Business
Approve Change Order #2 For Paving Improvement District No. 133.
City Engineer Petersen reported that the seal coat portion of Paving Improvement District 133 will not be completed during the current construction season. As discussed at the recent finance meeting, a change order is needed to address timing adjustments, including when liquidated damages would apply and when the project would be suspended. The change order also outlines specific work that must still be completed this fall, such as pavement markings and crosswalks near VCSU following the overlay work. It includes provisions for maintenance‑related items, such as repairs required due to damage or accidents.

Approve Bid Of $72/Acre and Award Cropland Lease to Riley Adams.
City Attorney Martineck reported the City advertised the cropland near the City Lagoons for approximately four weeks, with the bid opening held last Thursday. One bid was received, and it met all requirements, including exceeding the minimum bid amount and recommended approval of the contract.

City Assessor Drabus reported that the Renaissance Board reviewed the application and approved it. All required paperwork has been submitted. Staff recommended Commission approval.

City Administrator’s Report
City Administrator Crawford reported that Mayor Bishop, Public Works Superintendent Clint Klemisch, and staff conducted an on‑site review of concrete cracking at the new Public Works facility. Some cracks were determined to be superficial, while others will be replaced. Drone footage will be taken to document current conditions. The concrete remains under warranty; if cracks worsen within the next year, additional replacements will be considered. Interior work is progressing well. Flooring is being installed in offices, the break room, training room, locker rooms, and bathrooms. Ceiling tiles are largely in place, and fiber installation is underway. The project remains ahead of schedule, with completion expected on or before the October 15 deadline. Also, noted that only Public Works employees will relocate to the new facility. City Hall staff will remain at their current location.
City Updates and Reports
Finance Director Klein reminded the Commission that the 2027 budget hearing will be held at the next meeting on September 15.
City Engineer Petersen reported that the mill and overlay portion of Paving Improvement District 133 is scheduled to begin the week of September 21. This work is expected to take approximately one week, followed by cleanup. All work under the contract—except for the seal coat change order—should be completed by the October 3 deadline.
It was also noted that Bituminous Paving will perform mill and overlay work near the Love’s entrance as part of an NDDOT project. That work is expected to occur during the same timeframe, the week of September 21.
