Construction Notice –Paving Improvement District 125

Construction Notice –Paving Improvement District 125 – 2nd Ave NE/4th St NE and 3rd St NE/3rd Ave NE Street Reconstruction

Phase 1 of Paving Improvement District 125 was substantially completed in 2023. This work included 2nd Ave NE from 2nd St NE to 5th St NE and 4th St NE from 2nd Ave NE to approximately 3rd Ave NE. Landscaping and street lighting will be completed in 2024. These corridors will remain open throughout construction in 2024.

Phase 2: 3rd St NE from Central Ave to 3rd Ave NE and 3rd Ave NE from 2nd St NE to 3rd St NE will be closed beginning Monday, April 29th, 2024. The intersection of 2nd Ave NE will remain open at all times during the construction of Phase 2. The closure will remain in effect until the corridor is reconstructed, which is anticipated to be late July. No detour route for motorized vehicles will be provided, temporary pedestrian access routes will be provided along the project route for the duration of the project.

Updated maps for all road closures will be posted on the City of Valley City’s webpage https://www.valleycity.us/engineers when they are taking affect. If you have any questions regarding the project, please contact KLJ at (701)-845-4980.

  • Hi Everybody,
  • Erin Woehl served as our Mayor for a Day last week.  She did a great job and having her family there supporting her was a blast.  Thanks to staff who put the whole event together.
  • Arbor Day 2024 is April 27th & my brother’s birthday.  Our City Forester, Bob Anderson, will host a tree planting ceremony Friday the 26th, 2:00 just west of the Rosebud.  Take good care of trees in your community and plant a tree of your own too.
  • Think of family, friends or someone who may be having a tough time.  Make their day, call, text or e-mail letting them know you are thinking of them.
  • Do you remember delivering “May Baskets” when you were a kid?  It is the tradition of leaving a May Basket on someone’s door anonymously, ringing the door bell and running to avoid being identified?  Ah, those were the days.
  • The sun is getting higher in the sky and temperatures will be warmer.  You may want to check your air conditioner to make sure it is ready to keep you comfortable. 🙂
  • April is Earth Month and Monday the 22nd Earth Day is celebrated.  Like our homes, we have a responsibility to take care of our earth to provide continued healthy living.  Recycling, putting garbage in appropriate receptacles, keep our water clean and working towards green energy with reliability.  It is important these be year round commitments, not just April!
  • Last week we hosted a Red River Water Supply Project (RRWSP) meeting at our Fire Hall.  Administrators of the project shared routes of the pipeline, construction updates, federal and state cost shares and how Valley City and the area may benefit.  Stay tuned.

Construction Notice – 7th Street NW & 5th Avenue NW

Beginning Monday, April 22nd, 2024, the intersection of 5th Avenue NW and 7th Street NW will be closed for utility work in addition to the existing closures along 7th St NW and 6th St NW. No detour route will be provided. The intersection closure is anticipated to be in effect for 4 days, temporary surfacing will be placed in the intersection and it will be re-opened for traffic no later than Friday, April 26th, 2024.

  • Hello Folks,
  • “If you don’t like North Dakota weather, wait five minutes, it will change”.  Is the changing weather why we seem to talk about it often?  The weekend was beautiful, people were working in yards, walking, biking & fishing. I hope you enjoyed your weekend.  Maybe we’ll be Blessed with a little rain this week.
  • Over the weekend it was fun seeing young kids out playing in shorts and t-shirts, one was barefoot and wearing a diaper, cute!
  • There was a Missouri River Energy Services (MRES) Board Meeting last week. Drought, power adequacy, inflation & reliability were some of the topics.  How can drought affect our power adequacy or costs?  Less water flowing prevents hydro power plants from generating at maximum capacity resulting in less power available which forces market power purchases.  MRES is continually working to provide a cost-affective, reliable power mixture for us as  customers.
  • The Valley City Area Chamber of Commerce held its “Celebration and Awards Night” last Thursday.  A nice crowd turned out to support the local businesses and people who are investing in Valley City and the area.  A nice, succinct program and a good dinner made for a relaxing evening for all in attendance.  Watch for next year’s event, come out and join in the the fun.  “SHOP LOCAL”. 
  • Remember, Valley City Residents’ can haul grass, branches and leaves  to the year-round, 24-7 dump site.  Please put your material in the appropriate area and pile “UP” instead of spreading “out”.  Thank you.
  • Visit the Valley City Parks and Recreation website, https://www.vcparks.com.  There are activities and facilities available for kids, adults and even for we “older folks”.  Friendly employees will welcome and assist you.

March 12th 2024 – MINUTES OF REGULAR MEETING OF

VALLEY CITY PLANNING AND ZONING COMMISSION

Chair Mike Schell presided and called the meeting to order at 4:00 on Tuesday March 12th, 2024.

Commissioners present: Jeff Erickson, Bill Carlblom, Dave Carlsrud, Jim Wright, Tim Durheim, and Joe Tykwinski

Others: City Attorney Carl Martineck, City Assessor/Acting Secretary Tina Current, Building Inspector/Asst Fire Chief Lance Coit, City Planner Joel Quanbeck, City Engineer Chad Petersen (KLJ)

Bonnie Kristan, and Jessie Vavra

Commissioner Jim Wright moved to approve the minutes from the January 9th, 2024 meeting           seconded by Commissioner Bill Carlblom. Motion passed with unanimous approval.

Building Inspector Report

Building Inspector/Asst Fire Chief Lance Coit report John Deere addition is almost completed. The plans for the remodel of McCarthy Hall will be sent over next week. John Deere implement new building is coming along. There will be three houses that will be taken down in next couple of months.

Public Hearing regarding the plat for Bonnie Kristan – Mosquito Meadows Subdivision

Chair Mike Schell opened the public hearing.

City Planner Joel Quanbeck reported his findings. Joel commented the board has already approved the variance for this plat at the last meeting. The property owner decided to sell more land then the original plat, so the plat was redone. 

Commissioner Jim Wright made a motion to close the public hearing, seconded by Commissioner Bill Carlblom.

Commissioner Jim Wright made a motion to approve the plat, seconded by Commissioner Jeff Erickson. Motion passed unanimously.

With no other items to discuss, Chair Schell called the meeting to close at 4:04pm.

Construction Notice – Paving Improvement District 128

Construction Notice – Paving Improvement District 128 – 2nd Ave NW, 4th St NW/NE and 3rd St NW Street Reconstruction

Beginning Monday, April 15th, 2024, 3rd St NW will be closed from 2nd Ave NW to Central Ave N and 4th St NW/NE will be closed to through traffic from 2nd Ave NW to 2nd Ave NE, excluding the Central Ave N intersection. The closure will remain in effect until the Phase 1 portion of the corridor is reconstructed, which is anticipated to be early July 2024. The Phase 2 closure, including 2nd Ave NW from 2nd St NW to 4th St NW, will begin upon the completion of Phase 1 and is anticipated to be completed at the end of September 2024. Additional information regarding the Phase 2 work will be sent out at a later date. Phase 1 is defined as the work along 3rd St NW and 4th St NW/NE. Phase 2 is defined as the work along 2nd Ave NW.

The west alley between 3rd St NW and 4th St NW will be closed to through traffic, but alley access for businesses will be maintained from 2nd Ave NW during the closures. The east alley between 3rd St NE and 4th St NE will also have through traffic impacted during construction. Businesses will have access from 2nd Ave NE during the 4th St NE closure.

No detour route for motorized vehicles will be provided, temporary pedestrian access routes will be provided along the project route for the duration of the project, excluding the portion of work taking place on 4th St. NE.

  • Hello Everybody,
  • Whoa, the Saturday wind was really something, wasn’t it?  Even the big garbage cans were blowing around let alone the amount of sand in the air.  The good news is, “Spring may have sprung”.
  • While many are watching the gals’ & guys’ “March Madness” and rightfully so as there have been many great games, area outdoor sports are underway too.  Check the high school and university sports calendars, go out to a few events, see the kids’ and enjoy some spring air.
  • Since the weather is more spring-like and streets are clear, more kids are in the streets and alleys along with walkers, joggers and bikers.  Along with that, we sometimes drive faster than we realize on streets AND alleys so please drive prudently, thank you.
  • Oh, while on the driving subject, please remember when the “STOP” signs on school buses are extended, it means “STOP”, not just slow down.  It is to protect our youth and it is “THE LAW”.  Please obey and be careful.
  • It was exciting to see Grant Nelson from Devils Lake playing for the University of Alabama in the men’s “Final Four” last week.  Jeff Boschee from Valley City played for University of Kansas and is the only other North Dakotan to have played in the men’s Final Four.  Congratulations Guys, YAY.
  • Congratulations to former State Senator Larry Robinson as the VCSU Center for the Arts is now the “Larry Robinson Center for the Arts”.  Very deserving, thank you for your many positive contributions to North Dakota, District 24, Valley City and VCSU.
  • Remember, for your garbage to be picked up, the wheels and the handle need to be towards your lot/house.
