  • Hi Everybody,
  • While many of us are grateful for the mild winter we are incurring, please remember those folks whose livelihoods are related to “normal” winters and say a little prayer for them.
  • Clean-up Week will be in May, please be watching to identify acceptable materials and when to put them out.   
  • Saturday the VCBC Library hosted a nice fundraising event to help with maintenance on the beautiful Carnegie Building.  In case you were unable to attend, there is still time for you to help so please stop in or call the library, 701-845-3821.
  • Last week was an MRES Board Meeting with O&M, generation, transmission and legislative actions being topics.  Some challenges are supply chains, timing of maintenance and communicating with legislators to ensure adequate, reliable power.  When we “flip the light switch”, it is nice that the light comes “on”!  In February, Valley City’s Municipal Power was “on” 99.99999 % of the time. Thank you to ALL who make that happen.
  • Women’s History Month runs through March, and you may find researching these people to be interesting.  Actress Grace Kelly became a princess and was pretty too.  Tennis star Billie Jean King became most influential in sports.
  • Tuesday March 19th is the first day of spring though depending on the year it could be the 20th or the 21st. This is also the vernal equinox marking when the sun is directly over the equator.  In addition to that, baseball, golf and all sorts of good stuff begin. YAY!
  • For your safety: Do not text & drive!  Walk & jog against traffic so traffic in your lane is in front of you instead of behind you and wear bright/hi-viz clothing to be seen.

1.9.2024 Planning & Zoning Minutes

VALLEY CITY PLANNING AND ZONING COMMISSION

Chair Mike Schell presided and called the meeting to order at 4:00 on Tuesday January 9th, 2023.

Commissioners present: Jim Wright, Jeff Erickson, Dave Carlsrud, Tim Durheim, Joe Tykwinski

Absent: Bill Carlblom

Others: City Administrator Gwen Crawford, City Attorney Carl Martineck, City Assessor/Acting Secretary Tina Current, Building Inspector/Asst Fire Chief Lance Coit, City Planner Joel Quanbeck, City Engineer Chad Petersen (KLJ) City Engineer Tracy Eslinger (Moore)

Commissioner Jim Wright moved to approve the minutes from the December 12th, 2023 meeting           seconded by Commissioner Jim Wright. Motion passed with unanimous approval.

Building Inspector Report

Building Inspector/Asst Fire Chief Lance Coit report no new permits in the last month.

Public Hearing regarding the preliminary plat for Bonnie Kristan – Mosquito Meadows Subdivision

Chair Mike Schell opened the public hearing. There was no one present to speak about the plat. Commissioner Dave Carlsrud made a motion to close the public hearing, seconded by Commissioner Jim Wright.

Internal discussion was held. This plat presented is not the right scale. The owner is selling 7.24 acres of her 72 acres. The new owner of the seven acres would like to build a single-family home. The plat does show the easements. The owner would need have a 35-foot half street ROW along the eastern edge of the plat is provided and dedicated to public use.

City Planner Joel Quanbeck reported his findings. Joel’s recommendation is to approve the plat contingent his conditions listed.

Commissioner Jeff Erickson made a motion to approve the plat with the following conditions:

  • A 35-foot half street ROW along the eastern edge of the plat is provided and dedicated to public use.
  • Any utility easements determined by the City Engineer as necessary be added to the plat
  • The applicant shall give satisfactory assurance of the provision of all site improvements for the proposed development as required by VCMC Section 16-01-06.
  • The applicant shall ensure that all site improvements are consistent with all applicable design standards and infrastructure requirements.
  • Final plat conforms to final plat requirements.
  • The plat drawing needs to meet plat requirements listed in the sub division regulations.

Seconded by Commissioner Tim Durheim. Followed by roll call vote and unanimous board approval.

Public Hearing requesting a variance from the requirement to connect to city sewer for Mosquito Meadows Subdivision.

Chair Mike Schell opened the public hearing. There was no one present to speak about the variance. Carlsrud moved to close the public hearing. Seconded by Commissioner Jeff Erickson.

Commissioner Carlsrud moved to a approve the requested variance for the Mosquito Meadows subdivision as long as the following conditions are met:

  • The Mosquito Meadows Subdivision plat is approved by the Valley City Board of City Commissioners.
  • The variance applies only as long as no additional development beyond the construction single family residence and accessory uses typical or customary for rural residential development.  A change in use to the property will necessitate connection to city sewer or approval of a variance based on analysis of the situation at the time of application.
  • The owner must sign an agreement with the City of Valley City before variance is approved

Seconded by Commissioner Jim Wright. Followed by a roll call vote and unanimous board approval.

Discussion –Distance requirement on connecting to city sewer

The board discussed what options are available to write an ordinance for the distance requirement to hook up to city sewer if property is outside the city limits, but in the exterritorial. The board agreed the proper grade of the pipe needs to be correct and if its is 200ft or less the property owner would be required to hook up to city sewer. Operations Superintendent Clint Klemisch recommendation would be  200 to 300ft with the proper grade.  An agreement would need to be attached and signed when a building permit is issued. The board agreed to have City Attorney Carl Martineck write up a draft of an ordinance.

Discussion: Setback requirements in R-4 zoning district. City Planner Joel Quanbeck brought up a question that was brought to him. What setbacks would be required for garages in the back yard, for multi-family homes. Is the board willing to change the setback rules to accommodate with something like garages in a R-4 zoning? The board has different solutions for the example and would be able to work with the property owner if need be. For now, things will remain as is and require a variance. If happens more often then board will look at changing.

  • Hello Folks,
  • We, in Valley City, are Blessed to have one of three relatively unaltered Carnegie Libraries in North Dakota.  Our majestic library was built in 1903 and is on the National Register of Historic Places.  March 16th, from 1-4, “Light Up the Library” open house and fundraiser will be hosted at the library.  Come for treats, visit friends and tour the beautiful facility.
  • Congratulations and thank you to the North Dakota Winter Show (NDWS) Manager Brandee Moore, the NDWS Staff and its Board of Directors for bringing the 87th North Dakota Winter Show to Valley City.  With numerous vendors and great crowds, it was wonderful.  Thank you again.
  • Thank you Ben Lokken, one of our city employees, who recently earned the North Dakota Level 4 Water Treatment Plant (WTP) License.  Our water treatment plant is a Level 4 facility and the Level 4 License is the highest one can achieve in North Dakota.  Congratulations Ben.
  • Women’s History Month, please research Wilma Rudolph & Anne Frank.
  • Last week we thanked all the students involved in the winter competition seasons.  This week is a shout out to all the coaches, officials and judges who help administer contests in an orderly fashion.  Coaching and officiating are great for “giving back” to sports and fine arts that afforded us life’s lessons and entertainment over time.  Thank you a bunch to all coaches, officials and judges who give of themselves for our youth.
  • Please remember to place your garbage containers with the handle facing the curb and remember the truck cannot pick the container off the snow bank.  
  • Clean-up Week will be here before we know it.  To be picked up, materials must be piled separately as different trucks will be picking up different materials.  Watch for further information from media outlets, city messaging and https://www.valleycity.us/sanitation-garbage/

CITY ADMINISTRATOR’S REPORT

City Administrator Crawford updated the Commissioners on moving the VCSU recycling location to the current Handy Home and Hardware location and expand the current capacity.

Training will be held for the City Staff on the Service Line Warranty Program that was offered last summer. This will be an opportunity for questions to be asked and answered so that staff is prepared when the letters go out to the Residents.

City Attorney Martineck explained that the Public Hearing on the Dangerous Building at 340 3rd St SE will not be happening as the owner has agreed to demolish the structure. A signed agreement should be completed by month’s end.

Finance Director Klein shared that a CD was renewed and at a higher interest rate.

Police Chief Horner reminded all that with the warmer weather there will be more people out and about. Yield to people in the crosswalks and right of ways. Also, with the fluctuating temperatures, let your cars warm up and melt the frost or scrape the windows for good visibility.

City Engineer stated that the Lead-Free ND post cards have been mailed out to Valley City Residents. The City is urging Residents to respond to the survey by using the QR code or call the Water Service Hotline @ 701.751.8363.

Commissioner Gulmon commented on the 12.31.2023 budgets and that the revenues did outpace the expenses. Kudos to the staff for managing the budgets this year. 

Mayor Carlsrud warned of the thawing & freezing ice on the river and to be careful. The Lead Line Inventory is legitimate and is simple enough that he was able to do this without Suzie’s help.  Thank you to all the Employees for taking care of Valley City.

  • Hi Everybody,
  • It is Winter Show time in Valley City; welcome to everybody and enjoy the event, admission is free.  There will be numerous events with something interesting for most everyone.  There’s a Senior Day, draft horse, pony, tractor & truck pulls,  a queen contest, PRCA Rodeos and much more.  For complete schedules & other information, please see: northdakotawintershow.com or call 701-845-1401.
  • The winter fine arts and sports seasons are wrapping up. Congratulations and thank you to all who compete in co-curricular activities. There are life’s lessons to be learned from the university to the elementary levels of competition.  Certainly we’d like to win every contest, but most important is that one gives her/his best efforts preparing for and during the competition.  When you give your best, you can be proud as sometimes we play our best and the opponent still wins.  With that, we “tip our hats”.
  • Congratulations to Paul McDonald for his United States Tennis Association (USTA) recognition.  Paul was honored with the USTA Northern Bob Larson Media Excellence Award for promoting and developing tennis.  Nice job Paul 🙂
  • March is “Women’s History Month”.  Many women have contributed positively to our world’s history.  Some women you may enjoy researching are: Mother Teresa, Florence Nightingale, Rosa Parks, Martha Jane Canary (Calamity Jane) and Cheryl Miller, https://www.hoophall.com/hall-of-famers/cheryl-miller .  Watch for a few more next week.
  • Last week while snow was falling here we were in Washington DC promoting public power where one day was nice while two other days had cold drizzle so it wasn’t all that great weather-wise.  All three of our Legislators, Senator Kevin Cramer, Senator John Hoeven and Congressman Kelly Armstrong arranged some time to visit with us.  Thank you to those guys.

2.26.2024 Mayor’s Message

  • Hello Folks,
  • Gosh, we had a late fall, snow and cold in mid-December with a nasty ice storm at Christmas.  Since then the winter weather has been amazingly good.  Perhaps there are folks older than me who may remember similar weather, maybe someone like Ken DeKrey who sees 90 years on earth just around the corner, hahaha.
  • For people who work outside, temperatures are allowing workers the comfort of wearing considerable lighter clothing than normal! Good for you all.
  • Remember the Chamber’s “Cocoa & Coffee Crawl” is March 2nd from 10:00 AM to 2:00 PM.  Register at the Chamber office or online to receive your commemorative mug.  Come out to “Shop Local” and visit with friends.
  • We are Blessed to have dedicated law enforcement personnel in our  city, county and state who willingly face danger on our behalf every day.  Police Officers, Deputies and Highway Patrol Officers are our friends so we need to be cooperative if approached as they don’t know if one is friend or foe.  Say “Thank you” to law enforcement officers.
  • March is “Women’s History Month”.  Some women who have shaped our history are Rosa Parks, Clara Barton, Amelia Earhart, Serena Williams, Babe Didrikson Zaharias and there are numerous others about whom you may enjoy reading.
  • This week Missouri River Energy Services (MRES) is leading a group of power professionals and policymakers to Washington DC for the American Public Power Association (APPA) Legislative Rally and lobbying for our Public Power Communities in North Dakota, South Dakota, Minnesota and Iowa.  Some topics to be shared with legislators are resource adequacy, protecting the supply chain, encourage permitting reform, tax exempt financing with advanced refunding and certainly protecting the grid security.  Some of said topics are also important to investor owned utilities.
